I am neither. I will say that any effect that the 100 year flood plain has on property values will already have been calculated in. Unless there is a real fear that the home is prone to flood damage due to conditions around the home,my assumption is that the value may not be effected to a great degree. The value is what a buyer is willing to pay and the seller is willing to part with it, so if no flood has occurred around the home for some time, then the seller may not consider lowering the value, and other buyers may not be asking for a lower price due to the home being in the flood plain.
